I had always thought that it was a bad idea to block the east to west travel along Federal St. as it followed to natural layout of the city along the river. I knew the architect Tom Shroth and I remember him telling me that the main designer for the Federal Plaza overhaul in the 70’s didn’t believe in the project proclaiming that people are moving away from the cities and into the suburbs and a project like this would never compete with the suburban malls and commercial development around that suburban migration. I always thought that was so wrong on so many levels.
Outdoor malls are usually the kiss of death. I’ve seen them work in Cape May, N.J. and San Diego, but those are rare exceptions.
